For anyone unaware of this fantastic news- the entire KTRG site has been given National Park status - thanks to you, the members, for writing all those letters!

After years of anticipation (and disappointment in March) the Green was finally reinstated after a third inquiry. This was achieved by generating outstanding multi-organisational support and advice.  Chris Todd, South Downs Campaign (SDC) submitted a response to Defra on our behalf. Margaret Paren (SDC) joined with David Lepper MP, and Elizabeth Thomas (representing B & H CC, the landowners) to speak at the Inquiry. CPRE Sussex took an active interest in our case and background support was given by our local councillors. Andy Chiles (Argus) related our progress in the press and other Local Community Wildlife Group members gave support. All this helped to persuade the Inspector and DEFRA of our eligibility.

Evening meetings & Social Events continue to be held at the Mill House where the culmination of this eventful year was a special Christmas celebration attended by 20 people (after which snow turned Green Ridge once again into White Ridge). Thanks to Tony & Rosemary for acting as hosts – they also oversee Coney Woods and the bird boxes. John Golds retired as Treasurer after many years of dedicated service for which KTRG thank him while welcoming Robert Barnett, who has agreed to take over the position. Again we are very grateful to Bernard Eastwell who continues to arrange for the maintenance of the laid section of the ancient boundary hedge.

 

Council conservation mowing cuts/grazing plans (see map/ extra page) -  Members of friends' groups around the city and wildlife campaigners appealed to the Council’s Scrutiny Committee for consultation after the removal of ‘hay’ was discontinued from grassland sites due to budget cuts.  The ‘Downland management’ plan for grazing was then passed by the Lead Member at the Cabinet Members Meeting in November. The Council has, however, agreed to further communicate/consult with groups on this subject and future meetings are ongoing with Hugo Blomfield, B & H CC Countryside Manager with responsibilities for organising grazing on involved local sites.

 

Outdoor Meetings Management - Since Kevin became sick, work days have been supervised by other rangers, mostly Emma, helped by Kim, Sarah and Paul.  Thanks to them & all KTRG members who joined in, often with little notice, to help get the site looking good for the Inspector’s visit in July. In the majority of cases, dog walkers appear to ‘pick up’ more frequently now; remember this is particularly important in the long grass areas if this is to be collected and recycled eventually! Colin Leeves has agreed to continue as co-ordinator besides looking after KTRG website. Hailey Owen arranged a successful English bluebell planting session in Coney Wood this Autumn assisted by local children in her capacity as KTRG Publicity Officer and Westdene School contact.

 

Re-regenerating the ancient boundary hedge - whips were put in on two separate occasions and it is hoped these and other vegetation making up this wildlife corridor will be allowed to thrive. This is especially important as the feature is now the new National Park boundary hedge. Recent problems, caused by illegal fly-tipping of green waste, appear presently to have ceased. However, quantities of conifer cuttings deposited in the hedgerow opposite Windmill Drive have just been removed by volunteers and the ranger service. Gardeners/ fencers employed by local residents are very often responsible so please ensure they are made aware of this problem.  Additionally, bottles and cans have to be continually gathered and removed from the vicinity of Coney Wood.

 

Pond notice board – two signs were finally installed in the summer and have been voted as worth the long wait! Work is currently almost complete on the erection of additional log lectern type notice boards. Three are to be used for fitting more aluminium site maps (placed at the café, Windmill Drive and at the base of the 100 steps in Coney Wood).  Money for designing this Green Ridge site map came from the last of the Council’s Environmental Sustainability Grant. It was also used to show Hilary Benn this was a ‘united’ area and as such worth consideration for inclusion in the National Park.

 

Council Core Strategy Consultation document (part of LDF Amendments Paper) gave  the opportunity to input over proposed changes to Urban Fringe strategy - in response to Government directives for 10,000 new homes to be built in major developments across the city.  A controversial part of the proposal was possible development of greenfield sites if the city struggled to meet its targets after 2020.  Expected population rises  would mean  8 more ‘Preston Parks’ are needed to provide enough open space for the expected expansion –  all sectors would be fighting to obtain their share – not good news for biodiversity!

 

July Butterfly Walk - Dan Danahar again initiated the Big Biodiversity Butterfly Count. This popular Green Ridge event attracted 45 people, including many children (encouraged by Hailey). The tour was guided by Caroline Clarke (Sussex branch of the Butterfly Conservation Society). Membership of this Society may be an option for this group in future? At the main event, David Bellamy was entertained by the Mayor, Ann Norman, who gave assurances B & H CC would continue to prioritise butterfly welfare.

     

The Hilltop bench replacement (previously vandalised) was finally installed this summer, thanks to Alan Griffiths. Other benches near the pond were repaired during spring workdays.   

 

Illegal encampments – are always a threat in this vicinity, but in May an attempt by travellers to invade Green Ridge was confronted and thwarted by a local resident. Horsdean traveller’s site has ongoing vandalism problems and BHEAG continues to monitor the whole situation. Traveller Consultation regarding Gypsies, Travellers and Travelling Showpeople (GTTS) formed a part of the South East England Regional Assembly (SEERA) plan, which delivers government housing targets. Basically, emphasis needed to state that protected green-space (National Parks, AONBs, LNRs, SNCIs and SSSIs) as very important, valued countryside and should not be considered suitable for use as a traveller site. Recognition that more sites are necessary is understood, but greater regional distribution in Sussex was also needed.

 

Publicity Increasing active membership by promoting our Local Group’s aims and achievements is especially necessary since this National Park site extends down as far as Patcham sports field and most of our workforce lives on Green Ridge;  more members are urgently needed in the Windmill Drive/Brangwyn area (to help manage Windmill Walk/ Coney Wood. Maybe dogwalkers or those who frequently use the Green might be persuaded to assist on workdays. Investigate publicity for KTRG in free community news publications (an article with photographs in ‘The Post’?)

 

The redrafted 5 year management plan for 2008-13 needs looking over again in its new format and the task list brought up to date.  Evidence of dormice both here and in Waterhall is exciting news requiring sensitive future management. Rosemary and Tony Dowd have both attended recognised courses to become licensed ‘handlers’.

 

Mill Road -high speed limits cause the pedestrian access across from Green Ridge towards the Waterhall footbridge and other parts of the South Downs National Park, to be very dangerous. The road was closed for investigation recently due to serious accidents. Many wild animals and several dogs have been killed on it this year; children and the elderly are thought to be at risk.

Spring 2009 Newsletter

Designation of South Downs National Park – 31st March

 

While we rejoice in the fact Coney Hill, Windmill Drive open space and land down to Patcham Place is to be included, unfortunately a prominent and important part of our site, the meadowland known as Green Ridge has been left out. Reasons given link its fate with that of Toads Hole valley – also sadly excluded. While this was expected due to development pressure on a privately owned site we had no reason to suppose ours, as a council owned and managed open space, was connected - being under the illusion this whole site was secure within the boundary.

 

A challenge at this stage is difficult as the reasoning behind the deletion is not yet fully understand so we are presently uncertain how to proceed, but will let you know how to react when we have been further advised.

Grant - Linda Nunan succeeded earlier this year in obtaining a Council Environmental Sustainability Grant which we have been busy spending. Rosemary Dowd acted as our Programme Manager and helped by Tony Dowd and John Townsend, a number of nest boxes have been erected in Coney Wood. We were assisted by Ralph, a British Trust for Ornithology (BTO) member, who has agreed to undertake their maintenance in return for which we have made a donation to the BTO. In addition we purchased dormouse boxes after evidence of their presence was found both here and at Waterhall. Matthew Thomas (council ecologist) has advised us on coppicing management in Coney Wood over the next three years to help attract wildlife. 100 whips have been planted along the ancient hedgerow and more will be required next year to regenerate it to become a better corridor to link species– thank you to all those who helped. 

 

Aluminium plates to fit on both sides of the dewpond notice board was another requirement and is now in hand. One side will supply general site information and the other inform about dew-ponds. Our Ranger, Kevin will soon be erecting three new notice boards and we hope another two will have aluminium plates with site information on.

 

Police Issues – Sarah Donaldson reported she and her colleague, police wildlife officer Tom Morvan-Toone, have been investigating Coney Wood after reports of damage caused by cyclists leaving the main paths and creating jumps while crashing through sensitive areas. Kevin is liaising with her over putting up official signs aimed to prevent disturbance caused to wildlife. He has also promised to replace the fence from the Mill to the Kissing Gate where people have broken down the hedgerow - a large log would help.

 

An accident occurred on an icy February morning when a 4x4 vehicle crashed through Mill road hedge - this has now been repaired by the person who was unfortunate enough to land on top of it. (No, it wasn’t travellers on this occasion!)  The Local Action Team recently met again to address Withdean/Westdene issues.  The bench to replace that vandalised at the café over two years ago has finally been promised for April, and another damaged bench near the pond is to be renovated by Kevin, who also promised a rustic table! 

 

Work Day Management - still leaves much to be desired! – planning tasks to suit the number of people who come always proves difficult and recent weather has not helped.  Teeming rain in January meant only clearing work was undertaken but on removing garden rubbish from the hedge, a stolen motorbike was uncovered!  The grateful owner was later traced. Replanting to renew this ancient hedge successfully took place on additional workdays, one supervised by Emma. On this occasion Gary Marshall, the new CPRE Countryside Officer, joined in and helped.  Years ago he assisted with planting the hedgerow along Mill Road and was delighted to see its progress. The muddy path leading towards Coney wood next to the farmer’s field still needs attention.

 

Illegal fly-tipping of green waste by local people continues. Garden rubbish looks unsightly and is detrimental to natural vegetation causing a nettle monoculture. The council ranger service has just removed quantities of conifer cuttings etc. dragged out from the ancient boundary hedge on recent workdays, but PLEASE could you all help make sure this dumping does not continue. Some cases occur without the local householder’s knowledge when gardeners/ fencers are employed. Kevin is to distribute an explanatory letter from the council to remind householders of their responsibilities. Rosemary and Tony have spent time in Coney Wood gathering masses of bottles and cans which have also been taken away. Can volunteers offer to pick up litter from the Mill Road hedge please?      

 

Grass maintenance – due to a lack of council funding, Green Ridge meadow was cut but not baled- leaving thick piles to decompose on site last year. Many are still visible and will cause enrichment favouring coarse grass re-growth over wildflowers and less butterflies if this continues. Good stands of Ladies Bedstraw, Knapweed and Field Scabious had been increasing over the last ten years of good practice. Sheep grazing in future may be a possible option?

       

Illegal encampments – are still an ongoing problem in this area. The Green escaped a recent influx but adjacent Waterhall did not. The South-East England Regional Assembly (SEERA) has conducted surveys with a view to allocating provision of an adequate number of traveller sites around Sussex.  Horsdean has been out of action adding to the problems. John Horsley continues to liaise with BHEAG and David Lepper recently showed his support.

 

Publicity – Ron Murray agreed to investigate the free community news publications (such as Patcham Post) with a view to increasing active membership. An article explaining who we are and what we do may help. Friends of Withdean Park Group have recently advertised in it and pictures of the Mill and Green Ridge have been shown on the cover.

Police Contacts – Sarah Donaldson (Local Community police office) was able to join us and reported this was a relatively safe part of the city. She may be contacted by leaving a message on the non-emergency Sussex police number – 0845 60 70 999. We were informed of the forthcoming meeting on 17th November to introduce a Local Action Team for the Withdean/Westdene area. The venue is the Hospitality Suite, Withdean Stadium @19.00hrs.

                           

A ‘Neighbourhood Watch’ person is required to assist John Aston and take over roads not already covered. It would be beneficial if they could start before he retires. Any offers?

 

Work Day Management - Kevin to liaise with ‘Green Gym’ to ascertain whether they can manage a Thursday next March for clearing work in Coney Wood; they are fully booked over this winter. Otherwise on 16th November we need whips and stakes for impending planting to renew the ancient hedge.

 

A bench near the pond has been damaged needing renovation; Kevin will look into this and has kindly offered to supply us with a rustic table to go with it! The two year saga over the park type bench destroyed at the café may be drawing to a close – Alan Griffiths and Frances Chambers are now on the case!

 

New Management Plan Task List (2008-13) - Grants - in early October Linda Nunan applied to Jonathan Best for a Council Environmental Sustainability Grant in order to begin to implement these. Maintenance and new nest boxes are one of our requirements together with help over their erection (Colin to investigate the latter). If we are successful Rosemary Dowd has agreed to become our Programme Manager. Ron discovered our previous Grant application to the South Downs Society had been unsuccessful. It was for a surface renewal of the path leading towards Coney wood next to the farmer’s field, hopefully help may be forthcoming from a local resident in solving the muddy clay problem as our present grant application will not consider this type of work!

 

Information for new notice board at the pond - Ron & Maureen to liaise with Frances Chambers who will  finalise the contents including pictures (Frances Chambers suggested adding a site map of the area) for the aluminium explanatory plates. Wording to discourage ‘dog swimming pool’ needed. The basic design could be used later to provide a site leaflet. Two log lectern notice boards are required to show the extent of KTRG territory. Of the existing pair, the one near the kissing gate needs attention and possibly moving and would also benefit from aluminium plates. The kissing gate is not being used due to adjacent fence destruction; can a log be used to block this forged path as previously discussed with Jane?   

 

Travellers – Irish travellers again descended in mid August on the green by cutting a padlock on the height bar gate and causing panic in remembrance of the last illegal encampment. Jonathan Fortune representing the landowners (Brighton and Hove City Council) luckily assisted by recommending the police served a 61 notice for their removal as this was recognised as a sensitive site being managed for people and wildlife. After three days they were moved on (compared to a month in 2001 when a 77 notice was ineffectual).  A speedy clean up took place next day when piles of concrete, tree trimmings and household rubbish were removed. East and West Sussex councils will soon be considering provision of extra sites, but impending provision of a second Brighton site which collects rent is not expected to solve the problems. This summer the Horsdean site was vandalised and out of action for weeks adding to problems in the vicinity. Ideas for site security are ongoing but Frances Chambers is looking into the possibility of replacing and moving back a council gate beneath the Height Bar Gate and cutting bunds later. John Horsley is to continue to liaise with the police.

  

A Butterfly Walk planned for July will hopefully be publicised at Westdene School; Hailey Sellins will assist as local children found last year’s event enjoyable.     

 

Ranger Service - recruitment in the late summer has provided several new rangers. Green Ridge meadow has been cut but was not baled as in previous year which will cause eutrophication and coarse grasses to replace flowers so Frances Chamber and Kevin will look into this matter (farmer replaced contractor this year) possibility of sheep grazing in future? 

 

Illegal fly-tipping of green waste/ rubbish etc. by local residents still continues. Frances Chambers, the Council Ranger Service Manager has been alerted to the worst case and Ron Murray has been investigating the demarcation line of council land as distinct from private property to give to the enforcement officer. Consideration should be given to another explanatory letter to residents. CCTV cameras are in place to monitor trouble at the Café.

NEWSLETTER – Spring 2008   (Meeting held on March 4th, 2008)

Outdoor events:   Sunday, April 27th 2008 @ 10.30 hrs, meet at the Windmill end for maintenance (two benches to be erected) and litter picking. New fencing needs to be supplied near the kissing gate.

 

Kevin Cohen, now officially our Ranger, is looking into the possibility of future workdays in conjunction with the Green Gym who work on Thursdays. They are currently committed elsewhere for the near future.  Last year this group benefited from their assistance on two occasions when help provided by local people had diminished to an unfeasible level.

The AGM has been fixed for Friday, 4th July, 2008 at 8pm at the Mill House

 

This natural greenspace, forms part of an important wildlife corridor around the urban fringe and is owned by Brighton and Hove City Council. Unfortunately, funding for open spaces has, of recent times, been minimal as they are not a statutory requirement, therefore suffering when money is short. However it has been Council policy to give support where Local Community Wildlife Groups are actively involved via their Countryside Ranger Service.

 

Council Budget - Good news at last, increases in the countryside budget will result in seven new Ranger posts being created, plus one at a senior level (no distinction is to be made between Park and Urban Rangers in future).

 

Jane Willmott, the Council’s Countryside Manager, and once our Ranger, is to leave Brighton and Hove Council. KTRG members wish her well in her next position.

 

Past Outdoor Events – Thank you to all those volunteers who helped on these occasions.

November 25th was a sunny morning but it still came as a pleasant surprise to have twenty five people turn up to thin out trees behind the mill. Kevin was joined on this occasion by another ranger, Robin, who unfortunately damaged his eye on a hawthorn spike and required hospital treatment.

 

We were less lucky with numbers on December 15th, the cold day chosen to plant 150 whips (young trees) along the fence by the farmers’ field. This again showed how useful it would be to know what support the group may expect beforehand so that plans can be made accordingly!

 

The ranger service earmarked 29th January to replace a seat near the pond, which enabled those in our group able to come out on weekdays, to work in conjunction with them. Extra saplings were planted to renew certain places in the ancient hedge and litter picked up where dumping was apparent – this included a black sack full of old shoes near the passage!

Coney Wood – English bluebells, purchased by KTRG and planted by the local schoolchildren a few years ago, have established well and provide a patch of successful ground cover under the hawthorns at the top end of the wood. They will soon be blooming and are worth the walk to see them.  The ranger service will continue to remove sycamore and surplus ash seedlings to create glades.

 

Nest boxes, purchased or constructed by past members of this group, need maintenance in the future; Rosemary Dowd is looking into this matter aided by Fred Dows map to show their positions. It is hoped the council arboriculture department will be able to assist with any ladder work.

 

The Green – Attendance at our annual butterfly and wildflower walk in July has regrettably deteriorated despite marble white butterflies providing excellent displays whenever the sun shines. Therefore it has been decided this year to leave it to you to make your own time, whenever possible, to observe them.

 

South Downs National Park – the DEFRA enquiry has reopened following concern over the exclusion of the western Weald. Hopefully any decisions will not affect local areas which at present will be included once it goes ahead.   

 

Consultation on the City Council’s new Dog Control Orders - new legislation is in hand to clarify confusion over by-laws relating to dogs which will apply to all council owned land such as ours.      

 

Dewpond - A notice board has been provided, free of charge, in the vicinity of the pond. The wording ‘Green Ridge’ now replaces the former wrong location which some of you spotted!  Information is to be written on to two rigid aluminium plates, which will be fitted on both the back and front of this board. One will explain the brief background history of this group and provide a welcome to the area, whilst the other will explain what dewponds are, concentrating on their role today for helping to promote endemic species. It will also attempt to discourage dog owners’ from allowing disturbance by their pets or the local community from putting unwanted goldfish in it.  An explanatory diagram will illustrate a cross section of a typical dewpond.

 

Benches - the matter of the park bench originally presented to KTRG by Southern Water, which was destroyed near the café, is being dealt with by Alan Griffiths, so plans for its replacement are in hand.  Rustic benches near the pond and down Coney Wood are earmarked to receive attention on the next workday.

 

Grants - The group is looking into costs of providing a new surface over the muddy path leading towards Coney Wood. Other considerations include replacing broken fencing, especially in the vicinity of the kissing gate; the purchase of whips for renewing more of the ancient hedge; repairing the steps down to Patcham Place and elsewhere in Coney Wood and the provision of a leaflet to illustrate possible circular tour routes or walks around  this area.   

 

Unlawful Encampments – The Council consultation document on Traveller Pitches is being considered and responded to by BHEAG (Brighton and Hove Environmental Action Group). This is part of the South East England Regional Assembly (SEERA) policy on traveller needs. It is hoped to allow the more effective Section 61 to be applied additionally to all Council Owned Open Space managed sensitivity for wildlife by Local Groups such as ours on the urban fringe. This group continues to monitor site security, especially during summer months.   

 

We wish to thank Rosemary and Tony Dowd for continuing to provide a venue at the Mill House for both the AGM and evening meetings.
